Biography

Born and raised in Chickasha, Kendra is a fifth generation Oklahoman and a proud product of Oklahoma Public Schools. Kendra’s parents taught her the importance of investing in people and serving her community, values that continue to guide her today. A big-picture visionary with the ability to drill down into the details, Kendra passionately believes in public service, and is committed to building bridges, speaking truth to power, and finding solutions to our most challenging problems.

In 2018, Kendra won the biggest upset victory of the midterm election cycle with a campaign that many considered a moonshot. In an R +11 district held by Republicans for 44 years, she led an insurgent campaign focused on connecting with voters on issues such as health care and education. With her election to Oklahoma’s 5th Congressional District, Kendra became the first Democratic woman to represent Oklahoma in Congress.

During her time in Congress, Horn built a reputation as one of the most bipartisan, effective, and accessible Members of Congress, hosting 54 town halls over the course of two years — more than all of her predecessors in the last decade combined. She was an active member of the bipartisan Problem Solvers Caucus, and had 25 bills signed into law by President Trump. She will bring that same leadership to the U.S. Senate, listening to and representing all Oklahomans.

She worked hard to serve everyone in her district by providing effective and efficient constituent services. Kendra and her team worked tirelessly to help thousands of Oklahomans access critical services including veterans benefits, social security, medicare, disability, pandemic unemployment benefits, and support for Oklahoma businesses.

In Congress, Kendra served on the House Armed Services Committee where she was the Vice Chair of the Strategic Forces subcommittee, where she focused on strategic and nuclear arms control, nonproliferation, nuclear safety, missile defense, and national security space policy. She also played a leading role in improving housing conditions for our service members and their families through the Tenant’s Bill of Rights and the Military HOMES Act, and served as a conferee for the National Defense Authorization Acts in 2019 and 2020. As Chair of the Space and Aeronautics Subcommittee for the Science Space and Technology Committee she led oversight for NASA.

Throughout her life, Kendra has demonstrated an exceptional ability to create connection, affect change, and bring people with differing backgrounds and opinions together. Her diverse career includes government relations, leadership development, law, marketing, branding, public relations, and crisis communications across public and private sectors. She earned a Bachelor of Arts in Political Science from the University of Tulsa and a Juris Doctorate from SMU Dedman School of Law in Dallas, TX. She is dedicated to supporting the next generation of leaders through her work with organizations such as Girl Scouts, Girl’s State, and the Oklahoma Intercollegiate Legislature.
